Thom a décrit cette chanson en 1997 comme un plaidoyer politique par l’intermédiaire d’un microphone, mais aussi comme une dénonciation ce système de commercialisation qui amène le groupe à traverser le monde pour faire sa promotion.

En 1989, le gouvernement de Margaret Thatcher instaure au Royaume-Uni la poll tax (mot anglais signifiant capitation), officiellement appelée Community Charge, , un impôt forfaitaire par tête. Entré en vigueur en 1990, il fut jugé très inégalitaire par les couches les plus modestes de la population car, frappant les foyers et non les personnes et ce sans distinction de revenu ou de capital, il était d’autant plus lourd pour les foyers les plus pauvres.

Ce nouvel impôt provoqua des émeutes – « poll tax riots », le 31 mars 1990 à Trafalgar Square.

Thom a raconté en 1997 à Select que ce sont ces émeutes qui lui ont donné l’idée de cette chanson :

La poll tax fut l’une des causes de la chute de Margaret Thatcher. Les membres de son gouvernement lui demandèrent de renoncer à cette mesure, mais elle se montra inflexible. La poll tax fut supprimée par John Major et remplacée en 1993 par la Council Tax, un impôt plus progressif.

La chanson est jouée pour la première fois en live à Los Angeles.

 

Elle fait partie de la plupart des setlists de 1996. Ces premières versions étaient quelque peu différentes, surtout sur la fin, où sur les dernières notes, Thom répétait ’doin’ it all” :

A la fin de la tournée The Bends, le groupe entre en studio, dans un hangar de Didcot (Oxfordshire) aménagé pour l’occasion, le « Canned Applause Studio ». 4 titres y seront enregistrés, dont Electioneering. (par la suite, le groupe ira dans un manoir)

Ed raconte dans son journal une histoire qui le fait rire, et qui montre qu’ils ont encore tous la dent dure contre Margaret Thatcher :

Le travail en studio pour le prochain album, KID A, qui ne va pas tarder à sortir, touche à sa fin. Ed se souvient de la difficulté que le groupe avait connu pour la tracklist d’OK Computer et le raconte dans le journal qu’il tenait alors en ligne :
